Part two of the coming of age story of Eugene and Penelope, two adolescent runaways who become part of a social movement for change through Liberty, a long time feminist and labor activist.  Taking into account the extreme conservatism of present day America and assuming that conservation remains, Eugene's militant anarchist group ends up being mixed up in a bombing and riot killing thirteen police officers and thirty-one civilians as well as maiming countless others.  Even though no investigation of the anarchists takes place, leading anarchists are charged with murder on a grand scale.  Much like the Haymarket Riot fashioned the first American "red scare", activists and leftists experienced media and governmental oppression not known since McCarthyism.  Penelope finds herself running from authorities while simultaneously trying to save Eugene and Liberty.
